Charles “Chad” Wallace Howgate II, 79, of Fredericksburg, passed away on Wednesday, December 5, 2018 surrounded by his wife and family.

Chad was born on January 17, 1939 and raised in Schenectady, N.Y. He graduated from Kent School, in Kent, Conn. in 1957 and Colgate University in 1962.

Chad began his lifetime of public service when he joined the Army in 1962. He was honorably discharged from the US Army Intelligence Corps in 1964. Chad left the military and joined the service of the US Navy as a Naval Investigative Service Agent (NIS) in San Francisco, Calif. There he met his wife, Kay Ellen Boughrum, to whom he was happily married to for 51 years.  Chad’s time with NIS took him and his family from Ft. Washington Forest, Md to Athens, Greece and then back to Virginia, where he settled with his family in Fredericksburg until today. He worked for the Navy as an investigator in the Material Command and subsequently in the Office of the Naval Inspector General. Chad retired as the Deputy Inspector General of Investigations for the Navy in 1994.

Chad had a very strong sense of public service. Throughout his life he held various positions including the Chairman of the Stafford County Electoral Board and leadership positions in the Stafford County Virginia Republican Party. Chad volunteered in administrative roles for the Virginia State Police at the Fredericksburg Office, operated the mental health hotline as a counselor, and the public service desk at Stafford County Courthouse. He was very involved during his children’s upbringing and served as the Cubmaster of Pack 199 and as a leader of Boy Scout Troop 179. Chad’s children attended Montfort Academy and as a parent he volunteered many hours of service to the school.

Chad had several recreational interests but mainly had a profound passion for all things automotive. He enjoyed buying, owning, and restoring antique cars. Chad spent time every summer at his cabin on Great Pond in Belgrade Lakes, Maine. He shared these joys with his brother, wife, children and grandchildren, which seems sure to last for generations.

Survivors include his wife, Kay; brother Nicholas “Nick” (Lois); children Bridget, Danny (Syndee) and Jamie (Jill); his grandchildren, Stephen, Carson, Holden, Charlie and Christopher; and stepbrother John Knoxville (Ann).  Chad was preceded in death by stepsister Patricia.

The family will receive friends from 6 to 8 p.m. on Monday, December 10 at Covenant Funeral Service, Fredericksburg. A service will be held at the funeral home at 10:00 a.m. on Tuesday, December 11, 2018. Interment will follow at Quantico National Cemetery.

In lieu flowers, memorial donations may be made to the Wounded Warriors Project.
